Halifax County Jail Overview

Halifax County Adult Detention Center, often shortened to HCADC, is not a separate sheriff-run jail in the narrow local sense. It is operated by the Blue Ridge Regional Jail Authority, a regional jail authority serving member jurisdictions in Southside and Central Virginia. The facility is still the primary local jail destination for Halifax County arrests and short-term custody. Sheriff Fred S. Clark is listed on the Halifax County Sheriff's Office page, and the BRRJA board page lists Halifax County representation, including the county administrator and Sheriff Fred Clark. The jail itself is run under BRRJA rules.

HCADC holds pretrial detainees, locally sentenced inmates, post-trial inmates, people awaiting transfer to the Virginia Department of Corrections, and accepted holds. A 2015 PREA audit described the facility as housing all classification levels, male and female inmates, pretrial and post-trial inmates, and inmates awaiting transfer to VADOC. That broad jail role is why Halifax County Adult Detention Center records should not be mixed up with Halifax Correctional Unit records. The correctional unit is a VADOC state prison in South Boston, while HCADC is the regional jail for county custody.

HCADC Capacity and Population

Capacity figures for Halifax County Adult Detention Center vary by source and year, so the safest reading is to identify the source behind each number. The 2015 HCADC PREA audit and a 2016 capacity table listed rated capacity at 147. A 2017 BRRJA food-service procurement record gave a different operational description: rated capacity 107, potential to house about 226, and an average daily population near 140. The facility map treats the 147 figure as the strongest correctional-audit capacity number while explaining that later procurement materials use different operational counts.

Recent PREA annual reports show lower average daily population than the older procurement estimate. The 2024 HCADC sexual-violence annual report listed average daily population as 89 male and 14 female, or 103 total, and year-end count as 98 male and 16 female, or 114 total. A prior FY22 medical-services procurement record listed HCADC average daily population at 143 and medical staffing of three LPNs. Those figures show why a single capacity or population number can mislead if it is not tied to date and source.

The roster is the correct online channel for current local or regional jail custody. It is not the right tool for sentenced VADOC prisoners, federal prisoners, or immigration detainees. 2. Search by the person's name, and use booking date, arresting agency, or charge wording to separate similar results.
3. Open the inmate profile to review booking, charge, bond, hold, and custody fields when the system displays them.
4. Confirm urgent release, bond, or transport questions by phone because online roster data can lag behind court or jail action.

The roster client supports booking number, original booking date and time, arresting agency, arrest number, warrant number, charge description, crime type or level, bond type, bond amount, hold fields, and release fields. It also supports image fields, but the public instructions reviewed did not guarantee that every HCADC profile displays a photo or explain how long a photo remains visible after release. HCADC Address and Contact

Call the facility for current custody, visitor check-in questions, and urgent release questions. For public records that are not available through the roster, the BRRJA FOIA page identifies Patricia Stevens as FOIA Officer and provides a web request channel, phone extension, and email in the research. The Halifax County Sheriff's Office may hold sheriff incident or arrest records, but HCADC jail custody and regional jail operational records belong to BRRJA.

HCADC Visitation Schedule

BRRJA visitation rules apply at Halifax County Adult Detention Center. Visitors must be on the inmate's visitation list, present a valid picture ID, leave personal belongings in vehicles, and check in at least 30 minutes before the visit. All visitors are subject to search. Cell phones, recording devices, and other electronic equipment are not allowed in the visitation area unless approved by the site administrator. A visitor may be denied or a visit may be canceled due to facility needs.

The Halifax schedule is organized by housing unit. That means a visitor should confirm the inmate's housing unit before travel. Former inmates must wait six months after release before visiting any inmate at a BRRJA facility, and visitors may visit only once per week. No more than three adult visitors may visit at one time. People under 18 must be accompanied by a parent or legal guardian, or have the required notarized juvenile visitation form and an authorized adult visitor.

HCADC Mail Rules

BRRJA uses offsite scanning for personal mail. Personal mail should not be sent to the physical jail site. The envelope must include the full facility name and state, the inmate's full name and identifier, and the sender's full name and physical address. Legal mail, checks, and money orders should not go to the Phoenix scanning address. Legal mail uses the Halifax facility mailing address and is handled under separate rules.

Mail limits include no money orders inside letters, no more than 10 pictures in an inmate's possession, no Polaroids or frames, photos no larger than 4 by 6, no nude or revealing pictures, no mechanical cards, and no stickers, glitter, crayons, plastic, string, or pasted items. BRRJA also states that books, magazines, and pamphlets are not accepted until further notice in the captured rules.

HCADC Phone and Money

Phone service at HCADC is through ViaPath and ConnectNetwork. Calls are capped at 15 minutes under BRRJA rules. Family or friends with phone issues are routed to ConnectNetwork or the ViaPath phone support number listed in BRRJA materials. Debit-call credits are sold through commissary, are non-refundable, and cannot be used outside BRRJA facilities.

That vendor search is separate from the public roster and is used for commissary shopping, not case status or release status.

BRRJA also links account funding to JailATM deposits.

Before funding an account, confirm the person is still in BRRJA custody and that the name or inmate identifier matches the vendor record.

Booking at Halifax County Jail

Local booking generally follows arrest or surrender, transport to HCADC or another authorized intake point, identity check, search, property inventory, medical and safety screening, booking-photo and fingerprint processing where required, entry of charges and warrants, bond review, classification, and housing assignment. Official HCADC materials did not publish a fixed time for when a new booking appears online, so no specific refresh time should be assumed.

Halifax General District Court schedules help explain the court path after booking. The court page lists arraignments at 11:00 a.m., Halifax County Sheriff's Department dockets on Tuesdays, Virginia State Police dockets on Thursdays, and local town matters on scheduled days. For felonies, General District Court may handle preliminary hearings before Circuit Court takes over after indictment or transfer. BRRJA program materials list substance abuse, education, life skills, religious services, DMV Connect, library, pre-release, progressive release, re-entry, home electronic monitoring, weekenders, work release, and workforce details. Program access depends on classification, sentence status, behavior, available slots, and facility approval. The 2017 food-service RFP also describes HCADC meal service as supported through the regional jail system, with meals received from Lynchburg Adult Detention Center after a cook-chill process and served to housing units on carts.
